Hazrat Sayyid Fazal Shah (ra) was the son of Sayyid Muhammad Shah and resided in a place called Sattha, in lahore. He was initially from Kashmir and was born in 1860. In his early days, he worked in Jammu Kashmir. He was Hazrat Sayid Nasir Shah's (ra) older brother, who was also a companion of Hazrat Mirza Ghulam Ahmad (as).
Hazrat Sayyid Fazal Shah (ra) took the Bai’at on 2 January 1891, and his name is on number 214 in the Bai’at Register. His wife took Bai’at in 1898. Hazrat Mirza Ghulam Ahmad (as) praised Fazal Shah (ra) in his book Izala-e-Auham in these words:
"Fazal Shah of Jammu, is filled with purity, love and devotion. He is illuminated by the light of absolute faith and is at the forefront of giving financial sacrifice. It is vital to wish well in this path; thus, a peculiar devotion of sincerity is seen within him. His pure intentions and sincere love are deeply rooted in his heart for this humble one. He holds a great rank of a spiritual and a mutual bond. Further, his quality of sincerity is apparent."
He passed away during the Khilafat of Hazrat Mirza Bashiruddin Mahmud Ahmad (ra) in 1924 and is buried in Bahishti Maqbarah.
