While departing for the tour of Europe in 1924, Hazrat Mirza Bashiruddin Mahmud Ahmad (ra), Khalifatul Masih II, sent two preaching delegations - Hazrat Shahzada Abdul Majeed (ra) of Ludhiana to Iran, and Maulvi Zuhoor Hussain and Maulvi Muhammad Amin Khan for Bukhara to Russia.

They all reached the city Mashhad in Iran, on 16 October 1924. Hazrat Shahzada Abdul Majeed (ra) stayed there for a week, and then moved to Tehran, where he established the Ahmadiyya Mission. 

Hazrat Shahzada Abdul Majeed (ra) served in Iran for four years, and passed away on 22 February 1928. In Mashhad, Maulvi Zuhoor Hussain fell ill, and got admitted in hospital, so he had to stay there.

Maulvi Muhammad Amin Khan departed for Bukhara, Russia, on 6 November, and after serving there for some time, came back to Qadian.

Maulvi Zuhoor Hussain departed for Bukhara on 8 December, and entered the boundary of Turkistan. But when he was about to take his ride for Bukhara, he was arrested by the authorities, who thought him to be a spy. Maulvi Zuhoor Hussain had to face severe torture in while jail. But he started preaching even in the jail, and nearly 40 detainees accepted Islam Ahmadiyyat. After nearly two years of severe torture and attrocities, the Russian authorities left him at Bandar Anzali (a sea-port of Iran). He finally reached Qadian on the morning of 25 October 1926.
