Ḥaḍrat Khalīfatul Masīḥ II established the following Auxiliary Organisations within the Jamā‘at which are working all over the world:
a) Majlis Anṣārullāh: Male members of the Jamā‘at above 40 years of age are its members. In each country, it is headed by a President known as Ṣadr Majlis Anṣārullāh who is answerable to Ḥaḍrat Khalīfatul Masīḥ.
b) Majlis Khuddāmul Aḥmadiyya: This is the organisation of Aḥmadiyya youth from 15 to 40 years. In each country, it is headed by a President known as Ṣadr Majlis Khuddāmul Aḥmadiyya, who is answerable to Ḥaḍrat Khalīfatul Masīḥ. There is a sub organisation of this Majlis viz. Majlis Aṭfālul Aḥmadiyya comprises boys of 7 to 15 years.
c) Lajna Imāillāh: This is the organisation of Aḥmadiyya women (15 years and above), headed by a president in each country known as Ṣadr Lajna Imāillāh who is answerable to Ḥaḍrat Khalīfatul Masīḥ. Lajna has a sub organisation for girls of 7 to 15 years known as Nāṣirātul Aḥmadiyya.
While answering a question pertaining to the relationship of the auxiliary organisations and the Niẓām-e-Jamā‘at, Ḥaḍrat Khalīfatul Masīḥ V in his Friday Sermon of 7th September 2007 delivered in Germany, stated:
A young German asked me regarding the duties assigned by office bearers of the Jamā‘at, and those assigned by office-bearers of the auxiliary organisations, such as Khuddām, Anṣār or Lajna. For instance, (he asked), what should I do in case I am given a duty by an office-bearer of the Jamā‘at, and, at the same time, an office-bearer of Khuddāmul Aḥmadiyya also assigns me a task. Being a young man, I would obviously want to do the work of the Khuddām first. What should I do in such a case?
I gave him a detailed answer, which, briefly, was that Niẓām Jamā‘at is our central organisation, whereas Khuddām, Anṣār and Lajna are auxiliary organisations. No doubt, the auxiliary organisations are also subordinate to Khalīfatul Masīḥ and seek instructions from him and formulate their plans accordingly, but Niẓām Jamā‘at is fundamental and it is superior to other organisations established by Khalīfatul Masīḥ. A member of an auxiliary organisation is also a member of the Jamā‘at and, in this respect, he is bound to obey Niẓām Jamā‘at. If an office-bearer of a Jamā‘at assigns a duty to a Khādim as a member of the Jamā‘at, and, in the meantime, the same Khādim is also given a task by an office-bearer of Khuddāmul Aḥmadiyya, he should in his capacity as a member of the Jamā‘at and not as a Khādim inform the relevant office bearer of Khuddāmul Aḥmadiyya that since he has been assigned another duty by an office-bearer of the Jamā‘at he will attend to that first. The work of the Jamā‘at, in short, must be given priority and the work of an auxiliary organisation comes afterwards.
This principle applies to emergency situations, but, as far as routine programmes are concerned, they are planned beforehand and laid out in the annual calendars of the Jamā‘at and the auxiliary organisations. The annual calendar of the Jamā‘at is drawn out first so that the auxiliary organisations may adjust their programmes accordingly e.g. Ijtima‘āt, tournaments and meetings. If extra-ordinarily the Jamā‘at organises a programme that had not been planned before, it will have priority over all the programs of the auxiliary organisations.
It is also important to remember that the administration of the Jamā‘at does not have any right to interfere directly in the programmes of the auxiliary organisations. Even though the institution of the Jamā‘at is superior, the local President or Amīr cannot interfere in the programmes of Khuddāmul Aḥmadiyya or Lajna or Anṣārullāh.
If the National Amīr / President sees an auxiliary organisation doing anything contrary to the traditions of the Jamā‘at, he should call the president of the concerned auxiliary organisation and advise him accordingly. If it is a local question, the Qā’id should be advised accordingly and intimation to be sent to (National) Amīr. It will also be necessary to inform Khalīfatul Masīḥ about the situation and the action which is taken. It is necessary to uphold the sanctity of Jamā‘at's traditions. But it should, however, be remembered that no direct interference into their programmes is allowed.
Such questions are raised time and again at various places, and therefore I am explaining them briefly.
Let me also make a clarification regarding the meetings of Lajna Imāillāh. The Lajna Imāillāh are at times told that they must attend the monthly meetings of their Jamā‘ats, but, let it be clear, that the Lajna ought not to be invited to these general body meetings, nor do they need to participate in them since they have their own monthly meetings. But the Lajna should participate in the important Jalsas such as Jalsa Sīratun Nabi, Masīḥ Mau‘ūd Day, Muṣleḥ Mau‘ūd Day, Khilāfat Day and other central, regional or local programmes. The Lajna can also hold their own separate Jalsas on these occasions.
The objective Ḥaḍrat Muṣleḥ Mau‘ūd had in mind while establishing these auxiliary organisations was that every section of the Jamā‘at should play an active part in the Jamā‘at's activities and our progress should become more rapid. Each organisation has its own programmes so that they are motivated to compete with one another. The two systems should work parallel to each other as the two rails of a railway track, and there should be no question of any collision. This system is one of Allāh's favours upon us and we should make the best use of it so that the train of Islām and Aḥmadiyyat may continue to reach new destinations, and we may see the flag of Islām flying all over the world.
