On the demise of Hazrat Mirza Bashiruddin Mahmud Ahmad (ra), Khalifatul Masih II, in 1965 it was suggested by the late Hazrat Chaudhry Muhammad Zafrulla Khan (ra) to establish a body with the object of continuing the activities which Hazrat Khalifatul Masih II (ra) initiated in his lifetime. 

Hazrat Mirza Nasir Ahmad (rh), Khalifatul Masih III, was pleased to accept this proposal and on his advice Hazrat Chaudhry Muhammad Zafrulla Khan (ra) announced the establishment of Fazl-e-Umar Foundation during Jalsa Salana held in Rabwah in December 1965. 

The main purposes of this foundation are to publish books, sermons and lectures of Hazrat Mirza Bashiruddin Mahmud Ahmad (ra), the biography of Hazrat Mirza Bashiruddin Mahmud Ahmad (ra), encourage members of the Jamaat to write research papers on various topics, update the Khilafat Library, construct buildings for charitable institutions and guesthouses, offer stipends and awards to students and grants to educational institutions. A Board of Directors governs this foundation, which is appointed by Hazrat Khalifatul Masih and is answerable to him.
